EC Staff Floats Copyright Changes For News, Data Mining

A leaked draft of a European Commission staff working paper on copyright law suggests the commission is eyeing several changes, including creating a new right to allow news publishers to claim compensation for use of their content online.

The proposal appears to be targeting services such as Google News that link to news articles along with snippets from the stories.

Statewatch, a UK-based civil liberties group, published the purported leaked document. The working paper is an impact assessment that lays out various goals, several possible options, and a preferred option to best achieve those goals.
